Is the NFL right to want to charge performers for playing at halftime?

Earlier this week it came out that the National Football League (which is technically considered a “non-profit” organization), wants to charge future Super Bowl Halftime Show performers for the privilege to play in front of millions of people.

Naturally, this has become fodder for some commentators who have lambasted the league for "exploiting" the performers, and by extension, the fans.

But is there a case to be made for it?  A broadcast consultant named Darryl Parks thinks there is.
