A petition for a proposed "Parental rights" ballot measure has been approved for circulation by the North Dakota secretary of state’s office.

Proponents of the measure have one year to collect 13,452 legitimate signatures for the initiated measure which would change state law to give both parents equal parental rights and responsibilities in child custody cases — unless a clear and convincing case can be made against a parent’s fitness.
